NH Reciprocity with Vermont officially recinded.

Please be advised that the State of New Hampshire has approved rescinding reciprocity with the State of Vermont for wheeled vehicles. The confusing conversations over the past couple of months have been trying to explain the expired Rules and the recently approved Rules. The expired Rules allowed Reciprocity from May 23 to November 30 each year, closing VT Registered wheeled vehicle riding from December 1 to May 23. Effectively immediately Reciprocity has been rescinded for all VT Registered wheeled vehicles. Therefore to operate in the State of New Hampshire all riders must have a valid NH Registration.

February 18, 2010 Meeting Report

Meeting Called to order at 7:06

Secretaries report read and accepted.

Treasurer’s report read and accepted.

As of this meeting, SVTR has 9 members with 7 VASA registered machines.

Webmasters report read.

President’s report:

We are in the process of setting up some rides at other club’s trails.  Tentative rides are:

Northeast Kingdom Wheelers: July 17, 2010
Top of the World ATV: September 18, 2010
Bennington: May 22, 2010 (Not confirmed yet)

VASA Affairs:

VASA is still looking for people to help with the ATV safety courses.

VASA Budget review is in progress.  To be finalized in June.

There was some discussion of setting up a virtual meeting system using webcams for some of the VASA meetings.  The subject was dismissed due to costs.

VASA is now accepting proposals from clubs for connector trails.  Two proposals will be selected from the submissions to be considered for the test trails across state lands.

VASA has decided to keep the annual meeting in January.

Reciprocity with New Hampshire has officially ended.

Old Business:

Ed Smith stepped down as SVTR’s Vice President.  We thank you Ed for your years of dedicated service!

Jon Muise was elected as our new Vice President.  Welcome Aboard Jon!  Bill Cobb will act as backup for Jon in the event Jon is unable to attend a VASA meeting.

Lloyd shared three thank you letters that were received from SEVCA, The Brattleboro Reformer and The Valley Lions Club thanking the SVTR for out end of year donations.  You can see the letters here.

New Business:

Jon Muise suggested that the SVTR host a ride for the disabled.  It was agreed that this would be a good idea and will be pursued.

One of out land owners suggested a cowboy race and offered to sponsor trophies.  The seemed to be some interest in this.

Jon suggested that the SVTR put together an internet based ATV usage survey that could be sent to all of our members so that we may collect some meaningful statistical data to use in our mission to open up connector trails across state lands.  The webmaster is currently working on making the survey happen.

2010 Trail Access Stickers Available

Good morning SVTR members and friends.

The 2010 VASA stickers are here. There has been no change in SVTR or VASA yearly fees for this year.

Unfortunately because of a change in registration acceptance by New Hampshire, we can no longer except N.H. registrations in Vt. So any machines previously registered in N.H. must now Reg. in Vt. for you to be able to ride ATVs in Vt. I’m sorry for any inconvenience that this may cause you.

We will do SVTR and VASA memberships at every club meeting and work party. Do to the fact it is not easy for Deb or myself to get to a Post Office I try not to do memberships by mail. I do my best to meet with many of you at our convenience so any one wishing to meet up with me can call me at 802-874-4073 between 6 pm and 8 pm and we’ll work out a good time for both of us to meet and get you out on the trails legally.

Please remember that all checks are to be made payable to the SVTR. We cut a check and forward your membership monthly to VASA to cover your memberships

We have SVTR tee-shirts available in dark blue, sizes S,M.L,XL.XXL.XXXL and XXXXL for $20. each.

We also have SVTR Sweat-shirts available in dark blue, maroon, and forest green, sizes L,XL,XXL, and XXXL in all 3 colors for $30. each.

Also we are offering a raffle of 1 SVTR and VASA 2010 membership to be Drawn at our April 25Th work party. Tickets are available now for $5. each.

All monies received for shirts and raffles go to the SVTR.

Winter Work Party: We need your help!

Hello Everyone,

Since the Annual Meeting Sen. Bartlett has firmed up her resolve in favor of the rule as has Lt. Gov. Racine. They need the contacts to keep coming so that they don’t weaken their resolve due to pressure from the Vt. Natural Resources Council, Conservation Law Foundation, and Center for Biological Diversity. I believe the information below gives you what you need.

Through the help of a VASA member and our own efforts, VASA leadership has determined that Democratic leaders of the Legislature are likely to make an effort to nullify the Agency of Natural Resources ATV rule when Legislature begins January 5. VASA needs to do everything in our power to convince Democratic leaders to drop the effort to nullify the rule, and give the Agency of Natural Resources Rule a chance to work.

We need everyone to make phone calls or send e-mails to the following legislative leaders. Your choice. Three of the four of these legislative leaders are also Democratic candidates for Governor. This is IMPORTANT! If only a few people make calls or send e-mails, it makes VASA look weak. It is IMPORTANT that we get a full effort from everyone and every club possible so that we don’t fail at this critical juncture. We ask each club member to report back on calls or e-mails they have completed and any responses they get.

Talking Points:

  1. The Agency of Natural Resources made a major concession to ATV Rule opponents.
  2. The rule is now only a trial involving a maximum of 3 state lands connector trails.
  3. Let’s not waste legislative time with endless argument over the rule and re-inventing the wheel.
  4. Let the rule prove on the ground for once and for all whether ATV trails on state land can work or not.
  5. If the rule doesn’t work, ATVers are out of luck. If the rule does work, it allows a new segment of Vermonters to use state land, proves state land connector trails are a sound ATV management tool, boosts local economies, and increases legal riding opportunity thereby reducing illegal riding.

If you can only get 4 of the 5 Talking Points in, they get the message. If you want to add more, go ahead. Be respectful, but firm about there being no need to take legislative time with this when we can prove it one way or the other on the ground with minimal impact to the 468 square miles of state land.

January 21, 2010 Meeting Report

Thank you to the members that attended the VASA annual meeting.

VASA is still looking for people to help with the planned safety classes.

Election of officers:

Nobody stepped up for the Vice President’s position.  This is an important position and needs to be filled.  We will take nominations for this position again next month.

Ray Leeman was re-elected for the secretaries position.

New Business:

We are talking with a few of the other clubs to set some dates for some group rides this year to take the place of the annual Mt. Washington ride.  We should have more details on this by next months meeting.
